RESOLUTION 2021-23 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the Mayor to enter into a memorandum of understanding with the Superintendent of the Lakewood City Schools regarding the division of duties and responsibilities for the operation and maintenance of recreation fields and facilities. I support this MOU if there are clear and measurable duties assigned and those duties will have meaningful impact on the condition of our city's fields. As a long time resident and former athlete of both the recreation department and the Lakewood athletic department I'm disappointed and ashamed at the state of ourr facilities. This spring children were in the wrong place at the wrong time simply because both the city and the schools neglected duties. This is absolutely unacceptable. I have been a parent to children within city borders for 16 years and the steady decline is glaring. Action is necessary.
The unacceptable condition of the athletic fields is a bad look for Lakewood — and so not fair to our kids. We can do better. Those responsible for maintaining the fields need to be held accountable.
Our baseball/softball fields need immediate attention and improvements. We couldn’t even attract enough girls for a regular softball league this year. We pay more taxes than other communities that have far better fields.
I believe a large part of the issue of field maintenance has to do with the division of duties between the city and the schools. So it does seem counterintuitive to support a measure that will solidify, rather than dissolve, this longstanding informal arrangement. However, I support this MOU if it contains clear delineation of duties, measurable objective and targets, and transparency and accountability for both parties.
