ORDINANCE 17-2025 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, enacting Chapter 161 Complete and Active Streets Education & Advisory Board, of the Codified Ordinances of the City of Lakewood, to establish a permanent Complete and Active Streets Education & Advisory Board for the purpose of collaborating with City officials regarding facilitating safe, effective, and enjoyable multi-modal community usage of public right of way corridors. I support the establishment of this board. Myself and my two young sons were hit by a car while biking to daycare in March. This board is an important step in making Lakewood safer for everyone using any form of transportation.
I have served as chair for both the Lakewood community relations advisory commission as well as the Ada transition plan task force. The need for a Citizens Advisory Board to oversee the implementation of multiple public right of way safety and compliance initiatives is the missing link in realizing the hard work and financial investment that has been done to create the framework for these public right of way safety plans.
I see the CASE committee to be an opportunity to connect the dots, enhance the progress of the mentioned initiatives and see a safer and accessible Community for all.
I have witnessed that committees such as these are a think tank with multiple perspectives that creates faster results and accountability from within.
Ideas that a blind person might have about a public right of way would be very different from a person who is accessing bike paths or someone using a wheelchair. Bringing in these different perspectives creates a greater understanding of barriers faced in the community.
Part of the ADA transition plan includes an administrative position at the City of Lakewood of title II ADA coordinator for the public served.
The individual directly in charge of implementating of the ADA transition plan for PROW should be named in the text for this legislation as being in attendance of all meetings.
