ORDINANCE 17-2025 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, enacting Chapter 161 Complete and Active Streets Education & Advisory Board, of the Codified Ordinances of the City of Lakewood, to establish a permanent Complete and Active Streets Education & Advisory Board for the purpose of collaborating with City officials regarding facilitating safe, effective, and enjoyable multi-modal community usage of public right of way corridors.     Lakewood needs complete streets YESTERDAY. I genuinely do not understand why this is taking so long. If the city truly prioritizes keeping its residents safe and improving quality of life, this ordinance must be passed at the earliest possible opportunity. Without a complete streets ordinance, the Active transportation plan amounts to suggestions without any teeth and the city government will have sent a loud and clear signal that it prioritizes car speeds over the safety of people that live, work, and play in Lakewood.

    The bunts road crew have shown time and time again that they lack an understanding of what complete streets are and how people are kept safe in a dense city and they lack a willingness or ability to read. Studies nationwide have shown that places with traffic calming, bike and pedestrian infrastructure, and safe, quiet streets are the most desirable and economically successful places to be.

    Help our city be the best version place for PEOPLE to be rather than a mediocre place for drivers to pass through.

    I respectfully urge you to reconsider and delay the approval of Ordinance No. 17-2025, establishing the Complete and Active Streets Education & Advisory Board. While I fully support the goals of improving safety, accessibility, and multi-modal transportation, I believe this ordinance lacks sufficient structure and clear public oversight to ensure its effectiveness.
    This ordinance proposes the formation of a board composed largely of appointed members, with limited direct community input. While including diverse community representatives is crucial, the composition and selection process raises concerns about transparency and accountability. Additionally, the proposal provides broad powers to the board without clear guidelines on how it will collaborate with existing city departments or handle community concerns.
    Moreover, the expedited emergency designation and lack of a comprehensive public review process limit meaningful community participation. Lakewood residents, who are directly affected by transportation and infrastructure decisions, deserve a robust and inclusive process to engage with city officials before such significant measures are enacted.
    Instead of rushing this ordinance through, I urge the Council to delay its passage to allow for more thorough public engagement and a clearer framework for how the board will operate within existing city processes. We need to ensure that this board truly reflects the needs and concerns of ALL Lakewood residents and contributes positively to the city’s goals for active transportation and public safety.

    The multimodal path proposed for Bunts Road sacrifices the needs and wants of pedestrians for those of cyclists. There are far more pedestrians than cyclists. Walking is the healthiest and safest form of transport. Dear Mayor and Members of City Council,
