ORDINANCE 17-2025 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, enacting Chapter 161 Complete and Active Streets Education & Advisory Board, of the Codified Ordinances of the City of Lakewood, to establish a permanent Complete and Active Streets Education & Advisory Board for the purpose of collaborating with City officials regarding facilitating safe, effective, and enjoyable multi-modal community usage of public right of way corridors.     I strongly support the implantation of the CASE Advisory Board. This is a crucial way to get our diverse community more engaged and informed on how to help Lakewood be safer and more equitable when it comes to the variety of ways people choose to travel through it.

    I respectfully oppose Ordinance No. 17-2025 establishing the Complete & Active Streets Education & Advisory Board.

    While I support efforts to improve transportation safety, this ordinance lacks a cost estimate, environmental protections, and a resource plan, despite requiring ongoing staff involvement.

    A 10-ft wide multi-modal path (more asphalt) does not reduce greenhouse gas emissions!

    Lakewood faces major infrastructure obligations, including federally mandated sewer improvements. Limited city resources should prioritize those critical needs.

    The board’s focus on biking may not reflect the priorities of families, seniors, and residents with limited mobility. A balanced approach that considers ALL users, is essential for safe, inclusive planning.

    Finally, classifying this as an emergency ordinance undermines public transparency. The standard legislative process would allow for broader community input and thoughtful evaluation.

    I urge Council to delay adoption and reassess the proposal’s need, scope, and structure.

    I am writing today in support of the ordinance establishing the Complete and Active Streets Education & Advisory Board. Thank you for creating this board to ensure that diverse lived experiences guide Lakewood’s transportation decisions and that community members can actively contribute to making our streets safer, more accessible, and more welcoming to all. I deeply appreciate the inclusion of perspectives from people who walk, bike, use mobility devices, and take transit, as well as families navigating the city with children. These voices are critical to building a transportation system that works for everyone.

    I do question the necessity of reserving a seat specifically for someone with significant lived experience as a motorist. Nearly all Lakewood residents already navigate the city by car, including those in the other lived experience categories outlined. I believe the perspectives of motorists will naturally be well-represented on the board without requiring a dedicated seat.

    Overall, I am encouraged by the city’s commitment to multimodal transportation, community health, and safety. Thank you for taking this step to ensure that residents are meaningfully involved in shaping the future of Lakewood’s streets.
