12. Communication from Councilmembers Hamilton Steiner, Bullock and Marx regarding Resolution in Support of Citywide Composting Program.

    I am a member of the Lakewood Composting Committee.
    I have been able to obtain 57 signatures. As a result I have received solid positive feedback.
    • We the Lakewood Composting Committee recognizing the demands placed upon the Council members are here to assist and to-date have done all we can to move this forward.
    • We have solicited a considerable amount of information from many of the current Rustbelt users. We are beginning to get further information directly from Rustbelt. We are looking for this to be a win-win for Lakewood AND Rustbelt.

    Council President Kepple and Members of City Council,

    I strongly support the citywide composting resolution being introduced tonight. Thank you to Councilwoman Hamilton Steiner, Councilman Bullock, and Councilwoman Marx for co-sponsoring.

    Our committee has collected 75 documented signatures from residents across all four wards, with complete contact information and ward numbers available for Council's review.

    Dr. Christine Palumbo, Assistant Superintendent of Lakewood City Schools, has formally endorsed composting based on the district's multi-year partnership. Lakewood schools have diverted more than 32,000 pounds of food waste while providing educational programming aligned with our district's values. This is not experimental - it works here.

    Shaker Heights, Beachwood, Cleveland Heights, and University Heights all offer free composting to their residents. Lakewood should join them.
    Resolution 2023-15 adopted our Climate Action Plan, which specifically calls for municipal organics collection and targets 95% organic diversion by 2030. Tonight's resolution provides the authorization to achieve that goal.

    Grant funding is available through Cuyahoga County Solid Waste District, and existing sustainability resources can be reallocated. No new taxes needed.

    I respectfully urge Council to support this resolution and move it forward to committee. This delivers on our environmental commitments while providing a free amenity our residents want.
