13. RESOLUTION 2025-68 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two-thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor to negotiate and enter into a contract with a composting provider for a citywide composting program.
While I have several questions surrounding the implementation of this program, this is an obvious benefit for Lakewood, it's residents, and the environment.
Will residents be able to purchase completed compost from the city?
Will this be a public-private partnership with a company like rust belt riders or is there a public entity that will take this on?
Will residents receive a bucket/bin/container for their food scraps free of charge from the city?
Will there be any incentives/efforts to convince residents to transition to composting regularly?
Will there be any incentives or rewards for those that already compost and continue to do so, similar to the benefits from NEORSD for residents that have installed rain barrels?
Please clarify the resolution with respect to the questions above and pass this at the earliest opportunity.
