31. Communication from Assistant Planning Director Bass regarding Proposed Code Amendments (Chapters 301, 373, and Section 903.10) – Bicycle Infrastructure.

    I strongly oppose the bicycle infrastructure amendments as written because they lack clarity and any meaningful attempt to protect pedestrians on shared-use paths from fast-moving cyclists. These amendments have also been made in collusion with the handful of supporters of a special interest group, which Lakewood city officials have allowed to railroad the residents of Bunts Road. (BTW, two of those strong supporters of the shared-use path have moved out of state. How much support do you have now?)

    Recently, a child was struck by a car while riding his bicycle on the sidewalk along Detroit near St. Ed's, rather than in the bicycle lanes provided. The driver of the car did not see the child traveling on his bicycle. Residents of Bunts and beyond have warned the city repeatedly about the danger of putting fast-moving bicycles on a path that intersects with a driveway roughly every 40 feet. Drivers on Bunts have enough to watch for. We do not need another lane to watch for traffic.

    These amendments are ill-advised, shortsighted, irresponsible, and a waste of taxpayer funds. Not to mention it will be a drain on safety resources that are already overwhelmed.

    Lakewood residents deserve better.

    I strongly oppose the proposed bicycle-infrastructure amendments as written, as they remain incomplete and unsafe, leaving essential responsibilities, clearly defined speed limits, signage, safety standards, and enforcement undefined. Issues that the Council should address before moving forward. Residents along Bunts Road have already voiced their concerns REPEATEDLY regarding speed, intersections, maintenance, and liability, yet these changes fail to reflect that input. For the safety of all multi-modal users and the well-being of all Lakewood residents, the Council must strengthen the ordinance, close these critical gaps, and demonstrate a genuine commitment to responsible planning and long-term oversight.
