15. RESOLUTION 2026-37 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, declaring it necessary and determining to proceed with acquiring, constructing, installing, equipping, improving, maintaining and repairing improvements necessary for making improvements to abate erosion along properties within the City included within the Lakewood Shoreline Special Improvement District, Inc., together with all necessary appurtenances thereto, and declaring an emergency.
