17. RESOLUTION 2022-39 - A RESOLUTION approving of a public grounds encroachment permit pursuant to Section 901.18 of the Codified Ordinances in favor of David W. Salisbury and Elizabeth W. Salisbury, property owners of 15700 West Shore Court, Lakewood, Ohio, in furtherance of a neighborhood beautification proposal.
If I understand this correctly, the Summit Ave right-of-way extends to the shoreline. This land could be converted to a public park like the Webb Road park, which is a wonderful and rare spot to see the lake. As cleveland.com reported in its article "Cuyahoga County proposes transformative Lake Erie trail, from Bay Village to Euclid" Webb road offers "a rare public view of Lake Erie, in Lakewood." The city should not turn over land that could offer another public view of Lake Erie making such views a little less rare. I appreciate and agree with the Salisbury's desire to beautify the land, but converting it to inaccessible private land is inappropriate.
