ORDINANCE 08-2024 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, amending Chapter 911 Lakewood Incinerator to update the provisions for the operation of the newly opened refuse and recycling center.     I rent in Lakewood, and my apartment building does not collect recycling. I also work 8am-4:30pm and cannot easily get to the Refuse & Recycling Center during their open hours, especially considering the center is not located in Lakewood. This poses a considerable difficulty for me and, I imagine, other renters to reduce our material contributions to the landfill. I urge City Council to consider enacting legislation that would increase access to recycling for renters, either by requiring owners of multi-family residential properties to offer recycling services, or by incentivizing such changes through property tax credits or other means. I also ask City Council and the Director of Public Works to consider other options to increase recycling access throughout the city and reduce Lakewood's waste stream. This could include new recycling drop-off locations within city limits, semi-regular local collections of recyclable materials, etc. At the very least, I urge Director Gordon to expand the current operation hours of the Refuse & Recycling Center to allow more residents to access waste reduction services. Thank you for your consideration; I look forward to further initiatives from the City of Lakewood to reduce our waste stream and protect our natural resources as we enter an era of irreversible damage to our environment.
